カメルーン・リンベ市における廃棄物の分別とリサイクルの導入プロジェクト

カメルーンのリンベ市における廃棄物分別とプラスチックのリサイクルプロジェクト。

このプロジェクト（廃棄物の分別とプラスチックのリサイクル）では、廃棄物の分別について住民に理解してもらうためのキャンペーンを行い、さまざまな種類の廃棄物を集めるための共同ゴミ箱を提供（寄付）することで、廃棄物の分別を導入することを目的としています。また、回収されたプラスチック廃棄物を、環境への排出を防ぐために押出機を使って舗装用タイルにリサイクルし、そのタイルを舗装に使用することも目指しています。

The project (waste segregation and plastic recycling) is aimed at introducing waste segregation by organizing a campaign to sensitize the population on waste segregation and provision (donation) of communal garbage bins for collecting various waste types, which allows for recycling of these wastes. The project is also aimed at recycling plastic wastes collected to paving tiles using an extruder machine to prevent emissions to the environment, and the tiles would be used for making pavements.

 

開発途上国のクリーンで健康な環境への道筋
（ゼロ・ウェイスト）

廃棄物を適切に回収し、管理・リサイクルするためには、廃棄物を分別することが重要であることは広く認識されています。しかし、カメルーンのような開発途上国ではそのような習慣がありません。カメルーンの廃棄物処理に関する研究者として、日本に住んで勉強してきた私は、カメルーンの環境を日本のようにより良く、より健康的にするために貢献したいと思っています。そのために私は最近、プラスチックのリサイクルから舗装用タイルまで、さまざまな廃棄物処理プロジェクトを行うことを目的とした財団を設立しました。プラスチック廃棄物は、カメルーンでは、排水障害、海洋汚染、環境悪化、蚊の温床になるなど、さまざまな問題を引き起こすことが知られています。リンベ市はその最初の導入地であり（私はこの街で生まれ育ったので熟知しています）、導入が成功すれば国内の他の地域でも再現することができます。

A Pathway to a Clean and Healthy Environment in a Developing Country (Zero Waste)
The importance of segregating waste has been widely acknowledged as a means to properly collect and manage/recycle wastes. However, developing countries like Cameroon lack such practices. As a researcher on waste treatment in Cameroon, living and studying in Japan for a number of years now, I feel assertive to contribute to making the environment in Cameroon better and healthier like Japan. That is why I recently founded my foundation, aimed at carrying out various waste management projects, starting with plastic recycling to pavement tile. Plastic waste is known to cause several problems in Cameroon, including drainage blockages, ocean pollution, environmental degradation and large piles forming breeding grounds for mosquitoes. The city of Limbe is the first site to introduce this (I have a mastery of this city since I was born and raised there) and a successful implementation would allow for replication in other parts of the country.

 

廃棄物から富へ　From Waste to Wealth (W2W)

分別回収された廃棄物は、リサイクル活動のための原料となり、結果的に環境汚染・悪化を軽減することができます。この廃棄物キャンペーンの目的は、カメルーンのリムベ市をはじめとする地域で、廃棄物を適切に管理し、リサイクルすることで、廃棄物に起因する多くの環境問題、汚染、健康問題を抑制することにあります。また、廃棄物が分別されることで、それぞれのリサイクル業者が使用する材料の分別が容易になるため、より多くのリサイクルの取り組みやプロジェクトが生まれ、発展していくことを期待しています。タイルは、自治体の建物周辺の舗装や、近隣の傷んだ土の道路、個人や地方自治体の建物周辺などに使用されます。廃棄物を分別してリサイクルすることで、廃棄物に起因する環境・健康問題を軽減し、持続可能な都市、責任ある消費、気候変動対策（SDGs#11,12,13）を実現することができます。このプロジェクトは、持続可能性を確保し、国内の他の地域にも拡大するために、私の財団の下で実施されることになるでしょう。さらに、プラスチックをリサイクルして舗装用タイルにするという持続可能なプロジェクトは、有機廃棄物（生ごみ）をリサイクルしてバイオガス（調理用ガス）を生産し、地域住民に提供したり、燃料としての木材への過度の依存を減らす（自然保護・保全）など、他のプロジェクトへの道筋にもなります。

From Waste to Wealth (W2W)
Waste segregated and collected, will become raw materials for recycling initiatives, consequently reduced environmental pollution and degradation. The purpose of this waste campaign is to properly manage and recycle wastes in Cameroon starting with Limbe city, to curb the many environmental problems, pollution and health concerns caused by these wastes. In addition, we hope more recycling initiatives and projects will emerge and thrive since the segregated wastes would facilitate material separation for use by different recyclers. The tiles would be used for paving the surroundings of the Municipal buildings, damaged earth roads in some neighborhoods, surroundings of buildings for some individuals and local authorities. By segregating and recycling wastes, the environmental and health problems caused by these wastes would be reduced, thereby ensuring sustainable cities, responsible consumption and climate action (SDGs#11,12,13). This project would be carried out under my foundation to ensure sustainability and extension to other parts of the country. In addition, a sustainable plastic recycling to pavement tile project could also become a pathway to other projects, including recycling organic waste (food waste) for the production of biogas (cooking gas) to serve the local population and to reduce overdependence on wood as fuel (nature conservation and preservation).

 

プロジェクトの計画的な活動と資金の活用

この啓発キャンペーンでは、ボランティア（私を含めて20〜30人）が地域を歩きながらゴミの分別について説明し、様々な種類のゴミ（生ゴミ、プラスチック紙、ペットボトル、缶、金属、壊れ物）を回収するためのゴミ箱を提供したり、寄付したりして、街の戦略的な共同地点に設置します。

プラスチックを舗装用タイルにリサイクルするには、廃プラスチックから舗装用タイルを作るローカルな方法で樽や大きな金だらいでプラスチックを野焼きすることよる排出を防ぐため、押出機が必要です。押出機があれば、環境にやさしい廃プラスチックのリサイクルが可能になります。この機械はカメルーンでは入手できないため、海外で購入してカメルーンに輸送します。

実施予定期間は、2022年2月から3月です。本プロジェクトは廃棄物の分別とプラスチックのリサイクルの2つのセグメントで構成されており、助成金はプラスチック廃棄物を舗装用タイルにリサイクルするための押出機の購入に使用されます。また、廃棄物の分別キャンペーンにも使用され、異なる種類の廃棄物を収集するためにカスタマイズされたゴミ箱、Tシャツ、ボランティアのための軽食やロジスティックス、ゴミ箱の運搬、地元テレビ局による放送のための写真やビデオの取材、東北大学やその他のプロモーション、雑費などの支払いに充てます。

Planned Activities of the Project and Utilization of Funds
This sensitization campaign will involve volunteers (about 20~30 persons including myself) doing community walks and talks on waste segregation, providing/donating garbage bins for collecting various waste categories (food waste, plastics papers, plastic bottles, cans and metals, breakables) to be placed at strategic communal points around the city.

The plastic recycling to pavement tile requires an extruder machine to prevent emissions from open burning of plastics in barrels and large metallic basins, through the local method of making paving tiles from waste plastics. The extruder machine ensures an environmentally friendly recycling of plastic waste. Because the machine is unavailable in Cameroon, it will be purchased overseas and shipped to Cameroon.

The planned period of implementation is February to March, 2022. Since the project is in two segments (waste segregation and plastic recycling), the grant funds will be used to purchase an extruder machine for the plastic waste recycling to paving tiles, and also for the waste segregation campaign, including payments for the customized garbage bins for collecting different waste categories, t-shirts, refreshment and logistics for the volunteers, transportation of the garbage bins, photo and video coverage for broadcasting by a local television network, Tohoku University and other promotions, and miscellaneous.

 

プロジェクトのメリットとインパクト

[期待される成果］

開発途上国における適切な廃棄物管理は、他の国のモデルとなります。廃棄物の分別により、原料（廃棄物）が容易に入手できるため、プラスチックのリサイクルや他の廃棄物のリサイクルが促進されます。舗装用タイルへのプラスチックのリサイクルは、排出を抑制するために押出機を利用することで、より環境に優しいものとなります。舗装用タイルの販売から得られる収益は、廃棄物の分別とリサイクルを国内の他の地域にも拡大するために使用されます（長期的な目標）。

[波及効果］

プラスチックのリサイクルは、若者を雇用し、廃棄物を適切に管理することの重要性を人々に認識してもらう手段となります。作られた舗装用タイルの一部は、市内のいくつかの地域で、破損して問題となっている土の道路を整備するために寄付されます。これにより、住民がゴミを分別して指定のゴミ箱に捨てることに協力するようになるでしょう。

The Benefits and Impacts of the Project
[Expected achievements]

Proper waste management in a developing country, a model for others. Through waste segregation, our plastic recycling and recycling of other wastes will be fostered since the raw materials (wastes) would be easily accessible. The plastic recycling to pavement tile would be more environmentally friendly by utilizing an extruder machine to curb emissions. Revenue generated from the sales of the pavement tiles would be used to further expand waste segregation and recycling to other parts of the country (long term goal).

[Ripple effects]

The plastic recycling would serve as a means of employing some youths and raise awareness of the population on the importance of properly managing wastes. Some of the pavement tiles made will be donated to maintain some damaged and troubling earth roads in some neighborhoods around the city. This would also motivate the population to cooperate in segregating and depositing wastes in the designated garbage bins.

私は、東北大学大学院環境科学研究科の博士課程最終学年にあり、最近設立され、現在カメルーンで登録中のNumfor Solange財団の創設者です。この財団の主な目的は、カメルーンにおける適切な廃棄物管理を促進することです。これは社会（環境と人）にとって良いことであり、社会の改善に貢献できることは、私が東北大学で廃棄物のリサイクルに関する研究を行っている理由であり、幸せに思います。

Self-Introduction
I am called Numfor Solange Ayuni, a final year Ph.D. student at the Graduate School of Environmental Studies, Tohoku University, Japan, and the founder of the Numfor Solange Foundation, recently founded and currently undergoing registration in Cameroon. This foundation’s main objective is to promote proper waste management in Cameroon. This is good for the society (environment and people) and it makes me happy to see and contribute to improving the society, reasons for my research on waste recycling at Tohoku University.

I am assertive that this waste segregation and recycling project represents a noble course, aimed at achieving a number of UN SDGs. Although I am still a student with limited resources, I have made efforts on starting my foundation to address pertinent waste issues in Cameroon, and your support will act as an empowerment of a youth who is passionate about making change in the society and impacting lives.
